David is a Chartered Engineer with Engineers Australia and is a Registered Professional Engineer Queensland (RPEQ) with a Masters in Engineering Hydrology from Imperial College of Science and Technology, University of London. David has over 50 years’ experience in the hydrology and water resources fields ranging from technical roles to project management/team leadership over many countries, environments and cultures.
David joined HARC in 2024 following 20 years as a freelance consultant, the last 10 years of which were spent on international projects in Southeast Asia, South Asia, West/Central Asia, Africa, Eastern Europe and the Pacific. David has been Team Leader on six international projects funded by the World Bank and Asian development Bank over that time. Whilst most of David’s recent projects have been in the floodplain risk management space, he also has experience in river management, natural disaster risk management projects and hydraulic structures design.
Prior to emigrating from UK to Australia in 1983, David worked for London based consultants John Taylor and Sons and was a Lecturer in Hydrology and Water Resources at the University of Lancaster. On moving to Australia, David worked initially for Snowy Mountains Engineering Corporation (SMEC), Scott & Furphy/CMPSF, Ian Drummond & Associates/IDA and Fisher Stewart prior to establishing his own practice in 2002.
