HARC was engaged by Seqwater to update the hydrology, dambreak and consequence assessments for Seqwater’s portfolio of referable dams. The study incorporated climate change adjustments of design flood frequency estimates in accordance with Australian Rainfall and Runoff (ARR) guidance. Dambreak simulations were undertaken using two-dimensional hydraulic models, and life safety consequences were assessed using the LifeSim model. The project represents one of the first portfolio-wide dam safety assessments to apply ARR climate change guidance, alongside agent-based life safety modelling. The study outputs informed Seqwater’s portfolio-wide risk assessment, and identified a range of measures that will support continuous improvement in dam safety management.
