Saeed Attarzadeh

Hydrologist

Saeed is a hydrologist and hydraulic engineer with a Master of Science in Civil Engineering (Hydraulic Structures) and a bachelor’s degree in civil engineering. His postgraduate research focused on energy dissipation and downstream hydraulic performance of spillway structures, including combined flip bucket and conventional stilling basin configurations, undertaken using advanced CFD and 3D hydraulic modelling tools (FLOW-3D and Civil 3D).

Saeed has over nine years of professional experience across civil, hydraulic, and hydrological engineering, including more than seven years specialising in hydraulic and flood modelling across Afghanistan, France, and Australia. His experience includes dam breach modelling, flood hazard and risk assessment, dam safety studies, and floodplain management for both existing and proposed water infrastructure. He is highly proficient in hydrological and hydraulic modelling software, including HEC-HMS, MIKE11, HEC-RAS, TUFLOW, and RORB, supported by advanced spatial analysis using QGIS, ArcGIS, and Global Mapper. He also has experience in CFD and 3D modelling (FLOW-3D and Civil 3D), as well as engineering drafting using AutoCAD.

Since joining HARC in 2023, Saeed has been involved in dam safety projects, flood risk assessments, downstream consequence studies, and floodplain management investigations. He has delivered 1D/2D hydraulic models for both breach and non-breach scenarios and has strong expertise in using LifeSim modelling for loss-of-life estimation. His technical capabilities include breach parameterisation, reservoir routing, downstream inundation mapping, hazard classification assessment, and floodplain mapping to support land-use planning and risk-informed decision-making.
