We are excited to announce that Richard Mannix has joined HARC in our Melbourne office. Richard’s expertise and experience in emergency planning, dam safety and flood operations reinforces our leading capability to support our clients to understand and manage dam and flooding risks. Richard joins HARC from Southern Rural Water, where he spent 7 years leading their emergency planning unit which included overseeing the enterprise-wide incident management and emergency risk frameworks, dam safety emergency and dam flood operations planning. Richard has invaluable practical experience in dam safety risk assessment, the operation, maintenance and inspection of large dams and weirs and has been the lead author or reviewer of over 35 dam safety emergency plans for many dam owners.
Richard is also skilled in the design, implementation and use of flood early warning systems for dams, including their application in estimating reductions in potential life loss from dam failure and natural flood events.
In addition, Richard has been a technical advisor for numerous dam flood emergencies and is well practised in incident management having fulfilled most AIIMS functional roles including that of Incident Commander. He has successfully designed, implemented, maintained and test-exercised all-hazards emergency risk and business continuity management frameworks and plans and was a representative on the Victorian Water Sector Resilience Network and Victorian Flood Warning Consultative Committee.
