In 2018, HARC was engaged by DELWP to review Victoria’s non-urban water metering policy. The project involved responding to the requirement of the Basin Compliance Compact actions set out for Victoria. This in turn involved 1) establishing the status of metering action plans and state-wide policy, and clarifying issues related to current and future challenges; 2) identifying gaps in current metering policy and practice with respect to Compact requirements, and identify options for meeting these requirements in a cost effective and proportionate manner; and 3) establishing clear priorities for change given the time and resources available.
The project informed a subsequent update to Victoria’s non-urban metering policy and state-wide implementation plan.
